Mayor LaToya Cantrell on March 23 announced the immediate suspension of the City’s Domicile Ordinance requiring residency in Orleans Parish for employees of the Juvenile Justice Intervention Center and the Equipment Maintenance Division. Open positions at both agencies may be filled by citizens domiciled outside of Orleans Parish.
The City is experiencing workforce shortages across several public safety departments and agencies, including the Juvenile Justice Intervention Center (JJIC), New Orleans Equipment Maintenance Division (EMD), New Orleans Emergency Medical Services (EMS) and the New Orleans Police Department (NOPD). Earlier this year, Mayor Cantrell proposed a comprehensive recruitment and retention plan.
While the proposed recruitment and retention bonuses unveiled as a part of that plan have received some pushback and been put on hold, Mayor Cantrell has used a provision of theHime Rule Charter that allows her to suspend and or all parts of the Domicile Requirements while the City is under a declared emergency.
“Our City is at a precarious juncture when it comes to staffing many of our critical agencies,” said Mayor LaToya Cantrell. “We need these roles filled, and we need that to happen with absolutely minimal delay or red tape. By suspending the Domicile Ordinance, we are eliminating a stumbling block that cannot be allowed to delay us any further.”

The Juvenile Justice Intervention Center will host a job fair from 10 a.m. to 2 p.m. on Thursday, March 31, at the JJIC facility, located at 1100-A Milton Street.
